I've done some editing on the Tenderfoot and Second Class requirements, eliminating the additional numerical entries on requirements (i.e. 7 a., b., c., etc. instead of 7.a., 7.b. 7.c., etc.). Does this make it easier or harder to read?

I think it makes it much easier to read. - MRW
Requirement 8 is incomplete. It should show also:
8b. Explain the three R's of personal safety and protection.
