The Scouter's Key is a set of recognitions for primary leaders who meet who complete advanced tenure, training and performance requirements in one (or more) of the following positions:
- Scoutmaster
- Varsity Scout Coach
- Venturing Advisor
- Sea Scout Skipper
- Roundtable commissioner
- District commissioner
- Assistant district commissioner
- Unit commissioners
- Council commissioners
- Assistant council commissioner
- District committee chairman
- District committee member
