The Patrol Leaders' Council is the decision-making body of the youth of the troop. The Patrol Leaders are the voting members, and are led by the Senior Patrol Leader, who only votes in case of a tie. Other troop youth positions, such as the Instructors, Quartermaster, and Chaplain Aide may or may not be members, voting or non-voting, on the council on a regular basis; this is decided on a per-troop basis.
The PLC is guided by the Scoutmaster, who ultimately has veto power in decisions of health and safety.
