- Teaches basic Scouting skills in troop and patrols.
- Set a good example.
- Enthusiastically and correctly wears the Scout uniform (all four parts).
- Lives by the Scout Oath and Law.

The Instructor is the youth instruction leader in its unit. Other youth instruction leaders are:
- Instructor - Boy Scouting and Varsity Scouting
- Specialist - Sea Scouting
