There are two possibilities here:

1. This is what happens when a couple of hundred councils stock up (at roughly the same time) for upcoming summer camps and the NDC simply failed to anticipate and print sufficient stock and ran out. Or,

2. More likely, in this particular case (since the SKU is changing), National is simply in the process of printing a "new" edition and has allowed the current stock to be exhausted.
