Print on both sides of regular or blue paper or card stock and trim off the edges. This will print three blank forms per page. The back should line up with the front side. Ask your council what merit badge applications they will accept.


Boy Scouts and qualified Venturers or Sea Scouts may may earn any of these at any time. There is no time limit for starting and completing a merit badge, but all work must be completed by the time a Scout turns 18. See Merit Badge for more details.


Though it may not have been clearly stated in the past, units, districts, and local councils do not have the authority to implement a different system for merit badge approval and documentation.

Key Merit Badge Rules

  • "Any Boy Scout or any qualified Venturer or Sea Scout may earn any of these at any time."
  • "Your leader will give you the name of a person from a list of counselors."
  • "You must have another person with you at each meeting with the merit badge counselor. This person can be another Scout, your parents or guardian, a brother or sister, a relative, or a friend." (youth protection buddy system)
  • "Get a signed Application for Merit Badge, No. 34124, from your unit leader."
  • "Unless otherwise specified, work on a requirement can be started at any time."
  • "You are expected to meet the requirements as they are stated—no more and no less. You must do exactly what is stated in the requirements."
  • "There is no time limit for starting and completing a merit badge, but all work must be completed when a Scout turns 18."
